***OSWB CONSTITUTION - Explanatory note***

"1994 constitution was amended at AGM on 19th Novemebr 2005 in

annual State Conference at Asansol and ratified at AGM on 11th November 2006

at Annual State Conference at Haldia . The matter was discussed in Special General

Body Meeting held on 16.08.07 and it was unanimously decided that henceforth the
 
said constitution will be followed for all of our Society matters and the formalities
 
of Registrar of Societies will be taken up. The proceedings of Special General Body Meeting
 
was confirmed on 24th November 2007 at Annual State Conference at Malda ,Form IV including

amended Memorandum, Rules and Regulations of our Societies ) was submitted to the Registrar of
 
Societies on 20th December 2007. But the new book of constituion could not be published as
 
permission from the Registrar of Societies is yet to be received . The executive committee

is still waiting for the formal permission for printing the Book. So it was decided unanimously
 
by the executive committee of the Society to circulate the amended memorandum, Rules and

Regulations of the Society to all members of the Society with intimation of the above facts
